Awareness of the threat and impact of an EMP event is necessary to provide motivation, implement measures, and build resiliency. Preparedness is a continuous cycle of planning, assessing, equipping, training, exercising, re-evaluating, and taking corrective actions to limit the impact of an EMP/GMD event and to facilitate an effective response and recovery.

Mitigation and Response (R5 Resilience)
Mitigation is intended to minimize the risk associated with an EMP event, including cascading and unknown effects. Response includes multiple tasks for the coordination and management of resources (personnel, equipment, supplies, etc.) with all necessary measures to secure human life, provide a safe environment, and prevent the collapse of the infrastructure.

Based on circumstances, challenges, visions, constraints, and priorities, recovery is defined differently by each business organization. In one instance a financial institution may describe recovery as a binary economic status of returning to operational pre-disaster conditions from a non-operational status due to the hazardous event.

About the event
This seminar provides information and guidelines to assist executive level and decision-making officials and critical infrastructure owners and operators how to protect mission essential equipment against electromagnetic pulse (EMP) threats. The focus is on the global impact of high-altitude electromagnetic pulse (HEMP) and destructive solar-induced geomagnetic disturbances (GMD). The guidelines help to fulfill the implementation of measures to provide protection and build resilience of critical infrastructure segments. Implementing protection measures on different levels is very important as outlined in multiple documents of the Department Homeland Security (DHS) to:
• “… provide strategic guidance, promote a national unity of effort, and coordinate the overall Federal effort to promote the security and resilience of the Nation’s critical infrastructure.” [Presidential Policy Directive 21 – Critical Infrastructure Security and Resilience]
• “… ensure … the necessary combination of hardness, redundancy, … to obtain, to the maximum extent practicable, the survivability of NS/EP {national security/emergency preparedness} communications …” [Executive Order 13618, Assignment of National Security and Emergency Preparedness Communications Functions]’
Extreme electromagnetic incidents caused by an intentional electromagnetic pulse (EMP) attack or a naturally occurring geomagnetic disturbance (GMD), caused by severe space weather, could damage significant portions of the Nation’s critical infrastructure, including the electrical grid, communications systems, water and wastewater systems, and transportation modes.
The potential severity of both the direct and indirect impacts of an EMP event compels prudent attention.

The R5 Resilience™ includes the guiding principles of implementing Robustness, Redundancy, Resourcefulness, Response, and Recovery. Figure 8 presents the impact of residence principal factors on the technical, organizational, social, and economic aspects of infrastructure.
